This wonderfully simple verse is used in free-will circles to extend religious invitations. Both in context and exegetically it is a command to God's elect. Both "seek" and "call" are imperative voice verbs - a command not an invitation. By "ye" God extends the call to those in chapter 53 to whom the gospel is "revealed" and follows through to this statement.
