Repentance means sorrow for something said or done with a change of mind and action. Here God had told Jonah to go preach to the people of Nineveh but Jonah had refused to do has he was told. His disobedience cost him dearly. After taking a trip inside that fish Jonah was now willing to go and preach but it doesn't appear that he offered them the same grace and mercy God had showed him as that he only preached destruction and said nothing about how to avoid it. It would appear he was not going with a heart of true repentance. As we see by the end of the chapter the people took a chance that they could get God's attention by trying to repent and they were right.
