Peter remained at Joppa for many days after being summoned there to raise Tabitha from the dead. Whatever his reasons for lingering in Joppa, the Holy Spirit had His own purpose in it - a purpose of monumental significance for the Church. The Father, in His Son and by His Spirit, had determined to reveal Himself to a Roman Gentile residing in Caesarea, and Peter was His chosen instrument for that encounter. The Ethiopian's conversion had been the first among the Gentiles, but one outside the notice of the Church. Cornelius' saving encounter with Jesus Christ was to be witnessed by a leading apostle, who would then have to appear before the Church in Jerusalem and give an account for his radical actions. The conversion of Cornelius and his household would mark the formal beginning of the Gentile mission and the Church's recognition that the God of Israel is indeed the God of Gentile and Jew alike.
