In this passage, Moses is given a synopsis of what is going to happen in Chapters 4-14 of Exodus. He commanded Moses to go gather the elders of Israel together and explain that God had visited them and was sending Moses to deliver them from the afflictions of Egypt. God didn't just promise everything would then be wonderful and easy. Instead, He promised that they would go to a land flowing with milk and honey, but also that had six nations living there. Moses was promised that the elders would listen to him and go with him to Pharaoh. Moses was to respectfully ask Pharaoh to let God's people go worship Him on the mountain where God was speaking to him, but Pharaoh would believe that no mighty arm would be able to cause that to happen. God would prove that His arm was mightier than Pharaoh and not only would the people be let go, but they would also ask the Egyptians around them for their precious things and they would willingly give them to the Israelites for their sons and daughters to wear. All of these things had to appear miraculous to Moses, but they happened just as God said they would. The promises of Scripture can still seem miraculous today, but they will as surely come to pass.
