1. This must be a concerted effort. No man or church is to impose itself as the lead. Let churches and church planters work together. God will raise up, in due time, those He's obviously set apart as examples of service.

2. This must be a Holy Spirit effort. It cannot be mere head knowledge of sound doctrine. The Holy Spirit must take the word and give life.

3. It must be without compromise. We cannot take the swine's husk of religion, and spice it up. This calls for an all out coming out of this world. No false promises, no fake miracles, and pastors must be trained and encouraged to preach the word by the diligent examples of others.

4. It must be an immediate work of prayer, and planning as we are led by the Spirit. Finances must be allocated and resources wisely spent. Churches can meet in homes and schools to lower the costs. Tents and trees can reduce expenses. It's not the building but the people that we are concerned about.

5. There must be genuine love. Churches that obey Jesus plant churches that are obedient [Acts 9:31]. Known sin must be repented of, God's grace trusted, and new acts of brotherly kindness brought forth.
