For the unbeliever, it is a pleading to repent and trust in Christ for the forgiveness of their sin. For believers, it is an encouragement that Christ has won victory for us through His death and resurrection, and that we can now live free of our sin, all the while returning to the fountain of His blood to wash when we do succumb to temptation. In both instances, the answer is Christ's righteousness given to us, and His cross paying for our sin.
