When it comes to biblical prophecies from the OT, we must remember that their fulfillment has in mind the deep and true problems of God's people and not simply the symptoms. God will vanquish their enemies but a deeper enemy than Babylon, Persia, Egypt, Greece, Rome, etc.
When Christ rode into Jerusalem it fulfilled Zechariah 9:9-10 (Mt. 21:4, 5). That ushered in the fulfillment, the beginning and awaiting its consummation. These things in this chapter find their fulfillment when Christ returns — the language is in terms of the OT saints and their existence in Palestine but its reality will far exceed that — His people will be expanded and the effect will be universal and forever! First point: what Israel needed was not another king like the ones before. Second point: We are called to "rejoice" Third point: "Righteous" (v. 9) Our king is righteous. Fourth point: "Having Salvation is He" (v. 9) — this can mean that He experienced salvation as He was sustained to undergo all that He underwent (Lk. 22:41-43) and how he was raised from the dead. But with that, it would mean He comes with salvation since He underwent all that He did. He delivers, He saves and so His name says it all: you shall call His name Jesus for He will save His people from their sins (Mt. 1:21). Fifth point: Humble Sixth point: He shall bring peace (v. 10) Seventh point: He shall rule from sea to sea, and from the River to the ends of the earth (v. 10). Verses 11-17 These verses do not correspond to historic events in the same way as vv. 1-8. However, one event in history seems to correspond it but is only a partial fulfillment. What does it mean to us? ERGO, Who is your King? Is it You?
