Based on the truths of God that Paul has laid out, sinners should seek God. Since God created them and provides for them and ordains all things and is "Lord of Heaven and Earth." Sinners should seek God, but they don't. Our sin nature causes us to suppress the truth of God and "no on seeks after God." In his gospel presentation Paul also quotes pagan poets, not because he needs their help but because he is pointing out the inconsistencies in their worldview.
