The midwives in Egypt said NO, in effect,when they were told to kill the baby boys (because, we are told, they feared God)
Shadrach, Meshach and Abednego refused to bow to Nebuchadnezzar`s idol.
Peter and John refused to stop preaching in the Name of the Lord Jesus Christ.
You see, there is A TIME TO SAY NO ! When the authorities of the day come into conflict with our duty to God - it is right to say NO !
When the religious so-called leaders of the day go down a path of apostasy, modernism, and ecumenism, it is right to say NO !
When we are tempted to go astray - to sin - to go in a direction that will lead us from God - it is right to say NO !

Finally - there is a WRONG time to say NO ! When the Lord Jesus comes with the claims of the Gospel, and speaks to your heart and soul - it is wrong to say NO and to refuse the King of Glory His rightful place in your life.
