Following the discussion that the Gospel reveals the righteousness of God the apostle now proceeds to show the need for this. Paul will clearly demonstrate the fact that man has no righteousness of his own, but is both by his nature and behavior sinful and in need of a Savior to avoid the wrath that God has and will pour out on a sinful world. The first position to be established being that all mankind without exception is guilty of sin before God, and therefore unable to become righteous by ourselves. In a masterly way he brings the whole world into court and shows that condemnation rests upon all people because all have sinned (Romans 3:23). Man is guilty, and can do nothing to lift himself out of this condition. Ungodliness means lack of reverence for God, even rebellion against Him and unrighteousness refers to unjust actions between people and lack of it from God's provision.
As always, the human predicament has both a vertical and horizontal aspect. Once humans have abandoned God, it does not take long for the effects to be felt in their relationships with each other. The truth is the reality that there exists a God who deserves worship and obedience. Attempts to suppress the truth began in the Garden of Eden with Adam and Eve's efforts to avoid discovery of their disobedience. This "wrath of God" is said here to be "revealed from heaven." That is, revealed to the Jews by God giving the Chosen People the Mosaic Law, and to the Gentiles in their reason, and conscience, as the apostle will demonstrate. It has also been known by the creation.
