The Gospel is hidden to those who are lost. The veil over the face signifies man's blindness to the Glory of God. The natural heart and mind are blind; they can only see the Law which cannot save. There are three parts to the message of the ministry: the covenant, the spirit and righteousness. The covenants made in the Old Testament were temporary and foreshadowed the Second Covenant. The Second Covenant was enacted when Christ died to fulfill the law, satisfy God's justice and demonstrate God's grace by taking away the sins of His Elect. The ministry of the spirit produces life and leads to regeneration, revelation and preservation. Man can only be of the flesh on his own, he must be born of the Spirit. God reveals the Gospel through the Spirit and a revelation to the heart. The ministry of righteousness is that Christ came to fulfill the law and establish righteousness by satisfying God's justice. Christ was made sin and His elect are viewed as righteous by God because of what Christ accomplished. Christ accomplished what we could not do for ourselves. The method of the ministry is to preach the Gospel in plain, clear and bold speech. The Gospel is revealed to God's elect line by line and precept by precept. God's Elect will experience regeneration, repentance, faith and then conversion. However, faith is not a condition of salvation, it is the result go God's grace. Those with the veil taken away see the Glory of the Lord clearly and are not looking to the Law, but rather to the Glory of Christ.
