The governments are telling churches to do things that are unloving by the standards of love in the Bible. There are two problems here.
First, the civil government has no jurisdiction over the church. The church only has one authority - Jesus Christ the Head of the Church. This is one way to say that the Church is not under the state.
Second, the state is issuing laws that deprive of love.
