Verse 28 Paul states - Therefore we conclude that a man is justified by faith without the deeds of the law.
Yet look at his statement in verse 31 - Do we then make void the law through faith? God forbid: yea, we establish the law.
Paul is dealing with the practical doctrine of justification. While in verse 31 he is speaking of the progression after justification.
James deals with this in James 2:14-20. Here speaking of the practical application of justification called sanctification. Because we are justified by faith alone, however faith without works is dead.
