God is the ruler over the entire earth including the raising up and striking down of political leaders. God demonstrates His sovereignty by rescuing Peter from maximum security imprisonment and by bringing judgment upon the tyrant King Herod. But the persecution is such that Peter has to leave Jerusalem and, thus, Luke turns his attention to Paul and the church at Antioch.
