In verses 11-14, Paul anticipated what he would say in 3:6 about Jews and Gentiles being "heirs together" of the promise in Christ. Believing Jews of Paul's day, the "first to hope in Christ" (verse 12) were where they were by the will of God, and they were to the praise of God's glory. Believing Gentiles who responded to the gospel received the same promise that had been made to Israel (i.e. the reception of the Holy Spirit) and were likewise where they were to the praise of God's glory.
