The Hebrew word for "peace" is shalom. Shalom includes the idea of peace in an all-encompassing sense of well-being.
So when Isaiah says "There is no peace for the wicked" – he means that there is no well-being for the wicked. Their sense of security and wholeness is illusory. It's only a matter of time before it all comes crashing down...
Babylon is condemned to fall at the hand of Cyrus. But Israel has become no better than Babylon!
And if we take a hard look at ourselves? We are no better than them!
