What's the atheist's problem? It is not his supposed disbelief in God. It is his violation of the IXth commandment: he is a liar - especially lying to himself. Psalm 10 shines like an X-ray machine into the heart of the atheist & exposes his self-deception. The man who says "There is no God" in v4 gives himself to a life of sin, thinking that he is secure. But in those moments of aggitated conscience, he then assures himself that God will not see his sin (v11). He emboldens himself in this demonic doctrine & eventually begins praying to this idol-god who he thinks will not judge him (v13). The atheist is every bit as religious as the rest of us. His problem is not the existence of a God, but with the God who created him & judges him. Yet it is only this God who can save him from the judgment he so fears.
