1 Timothy is a letter that explains how the Household of God is to operate, see 1 Timothy 3:15.
After explaining why gospel prayer is of highest important, Paul moves on to the character of those who pray. It is important to note that as Paul begins to address character, he makes a distinction between the genders.
The short answer for why he does this is because he is preparing men and women for thier different roles. We must have the right character if we are to fulfill our God-given roles.
And how we come to God in prayer reveals the character of our heart.
1) So how are men to pray? with lifted, holy hands. Holiness is to characterize the heart that leads to the actions of men.
2) How are women to pray? with good deeds that flow out of a godly profession of faith.
Even though holiness of character manifests itself different in the lives of men and women -according to the fulfillment of thier roles, all holiness comes by our union and communion with Christ.
James 5:16 says the fervant effectual prayers of a righteous man availeth much.
