To create "order" in that which appears mixed, irregular, chaotic or confused, includes putting things in their proper places. Placing or erecting boundaries around them, and setting them apart for their particular use and purpose. The account of the tower of Babel illustrates that communicative beings such as we are need order to remain in communion. And certainly, Adam required order to commune with God within the Garden. We see God establishing order throughout redemptive history: Abram called out of Ur to that place determined to be in order for him by God; the Israelites formed, ordered into, that nation of the people of God, and the ceremonial, sacrificial system ordered by God allowing His people to approach Him. Here in the account of the creation, we read of God's ordering such that His children would have a suitable dwelling place to worship Him. Here we will see that God orders His creation to display His sovereign power, paving the way for His abundant goodness to spring forth.
