Believing, itself, does not make one a Christian, but a true child of God has true saving faith. Saving faith is not possible for the natural man because he cannot comprehend spiritual things. How can he trust Jesus to save him? The Bible order is that one must be first born from above by the Spirit of God. One who is then equipped with a new spiritual nature will believe on Jesus. Many evangelicals believe that faith produces regeneration (the new birth). The Bible teaches that regeneration comes before faith.
