It is a contrast of the Pharisees' false interpretation of the Law given by Moses and the true interpretation of the Law given by our Lord Himself. Jesus here is saying, "THIS is what I gave Moses." The first contrast between the Pharisees' false interpretation of the law involves the commandment, "You shall not murder."
