All humanity is sinful. If a person has not trusted in Jesus Christ for salvation, he is lost. He is not good; he is doomed. In this text, Paul proves to both the Jew and Gentile that this is no new idea. Because God told us these things in the Old Testament.
Paul strings together a series of OT quotations that indict all mankind.
1. The character (vv. 10-12), 2. The conversation (vv. 13, 14), 3. The conduct (vv. 15-17) of all men.
