The law is not sinful. Paul will analyze verses 1-6. Remember Paul does not contradict himself. Paul speaks relatively about his life , saying sin was dead to himself, while he was alive. Then the law came and he died. He examines what happened before the law came and what happened after the law came. He explained that the law was not doing its work in Paul, for it was dormant. When the law came, he then died.
