We looked at Psalm 89 and especially the first two verses at a Thanksgiving Service.
It is clear from both the Old and New Testaments that we should be grateful and thankful to God in all circumstances. The Psalmist vocalized this as clear as can be... I will SING OF THE MERCIES OF THE LORD. Clearly, he's not just saying what he was going to do, but what we should all be inclined to do.
