Waite documents the problem of well-meaning brethren, Fundamental in every other way, who wish to abandon the doctrine of preservation of the word of God.
This is done is light of the supposed FACT that portions of the word of God are lost. Since God doesn't lie, we're told that all the verses that promise preservation don't really mean what they say.
