The hope that cannot be disappointed does not come from anything in ourselves but rests completely upon the love of God--an unbreakable love, thus our hope is eternally secured. What Paul is saying only has weight when we acknowledge how utterly worthless and corrupt we were. The love of God that Paul is exalting and that communicates the certainty of our eternal standing with the Lord, is a love that was lavished upon us when we truly had nothing that could even in the slightest degree be regarded as praiseworthy. It was not based upon our potential. Our hope and security rests in the love of God and this love is not motivated by anything in us and thus its continuing is not dependent upon anything in us.
