This eleventh horn "uproots" (kills?) three of the original ten horns and becomes the 8th. This simply means the ten horns will gain power as kings first and then Antichrist will rise up as 11th, deal with three and becomes the 8th. So it appears that the world will be divided into ten sections as one new world order still yet future.
