For example, Pope Leo XIII tried to vindicate the Catholic Church's usurped authority over the institution of marriage when he declared, "When Christ, therefore, renewed matrimony and raised it to such a great [i.e., sacramental] excellence, He gave and confided to the Church, the entire legislation in the matter." In Rome's Code of Canon Law she states, "Marriage cases of the baptized belong to the ecclesiastical judge by the proper right."
