Setting: ch 11 covers a timeframe from Zechariah's time when he's there and Israel is just got out of captivity, and Zechariah is telling them what is going to happen to them when the messiah comes the first time to the rejection of men, to the Jewish people getting rid of him, the cause of his reject, to the second coming of Christ and the tribulation. Their unconditional covenant is that God loves them no matter what and they will come back to their land in the future and He will rule from Jerusalem. The conditional covenant is based on their behaviour. He's talking about the Pharisees, scribes, priests and rulers using the people and getting wealthy off of the common man.
