Being filled with the Holy Spirit is not a matter of developing an expertise in spiritual matters. A baby Christian can be just as filled with the Holy Spirit as a dear old believer. It is not a skill to be learned. It is a gift to be received. But in order to receive this gift certain conditions should be met. These conditions are shaped as we wait for the Spirit to fill us. The key words of 24:49 are, “Tarry (Wait)… until…”
Now following the resurrection of Jesus Christ the disciples of Christ actually had been waiting 50 days for this event. Christ had promised them this work of the Spirit just days before going to the cross. After Christ ascension their wait continued for another 10 days. Most of these followers of Christ were from Galilee and yet they lingered in Jerusalem at Christ instruction waiting for the outpouring of the Spirit flooding their lives.
And I think we should note that this waiting wasn't easy. Of course it isn't easy for us either. But their waiting demonstrated the very conditions necessary to realize the Spirit's fullness. You must wait for this!
