Man is a covenant-breaker. In the Garden of Eden, Adam, and all mankind in him, broke the covenant of works. So, a new covenant and a new covenant head had to be established. Which also had to be ratified by blood, because of man's sinful state. All of which is foreshadowed under the sacrificial laws of Moses, but ultimately fulfilled in the Sacrifice of Christ upon the cross:
