Paul continues retelling the historical story of Israel in chapter 9. He narrates the holy history about the patriarchs in vv. 7–13, the exodus and wilderness wanderings in vv. 14–18, and the exile and return of a remnant in vv. 24–29. The point of this retelling is that at each critical stage God chooses individual persons or groups and not another. Verses 27b–28 contain a quotation from Isaiah 10:22–23, and v. 29 is a verbatim quote from Isaiah 1:9. God's call of Israel has in no way been rescinded by the calling of the Gentiles to experience the blessings of God. Isaiah also cries out concerning Israel. But the Jews, the people who were said to be like the sand of the sea in number (Genesis 32:12; Isaiah 10:22), will not be forgotten. God's sovereign choice always includes some Jews, but His promises were not a blanket guarantee for all Israel. Isaiah prophesied that only a small number—a remnant—of God's original people, the Jews, will be saved.
