This is how Paul addresses the problem in his generation. Paul writes about God and His wrath against man's sin in the midst of what was going on in his generation! Then he writes about how both Jews and Gentiles are all under sin, one with the law and one without — both living in disobedience. That takes us to v. 21 of this chapter in which he speaks of the grace of justification by faith. I. Man cannot make himself right with God because he is under sin (v. 20)! This is man's biggest problem; he is under sin and cannot do anything to make himself right with God. That is Paul's point in this passage and the Bible's teaching. That is our PROBLEM. II. Man is under God's wrath and accountable to Him (vv. 19, 23). So we see that man can't fix himself; cannot make himself right. Is he just in a pitiful condition? Actually, its worse than that! He is not only under the power of sin, he is under God's wrath and accountable to Him. III. God's righteousness is manifested (v. 21) in response to man's sin! Righteousness of God, that is, his justifying righteousness (like 1:17) and not his essential righteousness, his righteous character opposed to sin but the gift of righteousness (v. 22).
