Zephaniah is not talking about a possible judgment. He is talking about a sure judgment and the only hope for those swelling in Israel is that through their repentance one might be hid from the wrath which was to come. In fact this seems to be a continued theme of God's calling to repentance - "Get beneath the blood-stained lintel!," and "The rain is coming, that much is sure, so get on the boat!"
