Of course it is best when people have GOOD RULERS who realize that their authority is delegated by God and who rule in accordance with his word rather than against it, but unfortunately this is seldom the case and the majority of rulers are either mediocre or thoroughly rotten.
While we may chafe and complain against our rulers, those who have spent time in lawless societies know that even a bad government tends to be better than NO GOVERNMENT at all where all men simply do what is right in their own eyes.
But while we are right to desire good rulers and fair judges, there is only one absolutely fair court, and that is the judgment seat of God - woe to the man who seeks to plead the merits of his own case there!
