There are reasons for faith. John presents us with reasons so we will believe that Jesus is the Christ and have life. We have eye-witnesses to God made man. They testify to God's grace and saving activity. The apostles also heard from John Baptist - that special prophet of God. John testifies to Jesus having precedence. They also experienced his grace for themselves, and they received it and shared his work among others. Above all they saw grace triumphing, and Law being fulfilled for us by that grace. It was 'truth' at last - the reality of God reconciled and dwelling with men. So John commends Jesus - there is no bar to our receiving his grace no matter who we are.
