To equivocate: "use ambiguous language so as to conceal the truth" (Oxford Dictionaries). This passage deals with God's judgment on the kingdom of Israel. It shows the reaction of the people to judgment, the reasons for the judgment, the thoroughness of the judgment and the blame for it. All are guilty, but the blame falls on the governors and the prophets/pastors. The governors who call good evil and evil good, who have made a god of liberty and refuse to restrain sin; and prophets/pastors who lie - those men who speak so as to conceal truth. These are not liberal men. They are sound evangelical men who prefer generalities, who conceal the truth of what they believe, who avoid pointed application in order to keep their jobs. They have been given a message to bring but they are not faithful - they do not sound the alarm, they heal the wound of the people lightly... and the Church is full of them.
