However, the diagnosis of Israel proves that captivity did not produce a change of heart. They are identified as stubborn, unsubmissive, hard-headed, deaf to the Lord's Word, preferring idols, treacherous, rebellious, and disobedient. They cannot be called Israel or claim allegiance to the Lord with any credibility and even though they will rejoice in their deliverance they will return to the land without peace because of their continued wickedness. Judah would come home to Canaan, but they would not come home to the Lord. They would not come to Him, so He would come for them.
