The Prophet here says we are to make a loud proclamation of God's people's sins. They come before Him acting as if they delight in His words and Laws, wanting to follow Him, even fasting. But they were for the wrong reasons with Hearts (Attitudes) that were not right with God. There was no humility or repentance of wrong they were committing any contrition whatsoever. They are hard callous, hypocritical people, that He would not hear because they would not hear Him.
