Luke intentionally lays side by side two stories about 'the Baptism of John' and its value in regards to the church. In the first story, we meet Apollos, an eloquent man, able in the scriptures, knowing the way of the Lord, zealous in the Spirit, and preaching accurately the gospel - although he had never been baptized in Jesus name.
The very next story tells of 12 disciples that Paul encountered at Ephesus, who knew not the Holy Spirit, nor seemed to have laid their faith upon Jesus, but knew the baptism of John.
In the case of Apollos, no re-baptism is recorded; in the case of the 12 disciples of John, they are re-baptized.
On the basis of this teaching, we ought to consider whether it is right to receive into membership those who display faith in Christ and the working of the Holy Spirit, even if their baptism doesn't match believer's baptism as described in the book of Acts.
