There can be no true peace or friendship or bond of love among the ungodly or between the righteous and the wicked.
There are several imitations that have the appearance of peace and friendship, but they cannot be true friendships because 'a friend loveth at all times' (Prov. 17:17). True peace and friendship belong only to believers in Christ.
There is a comfort that the strength and malice of the church's enemies may be great, but they cannot bind themselves together for long in true peace even with one another. God knows the right time to consume them and will do so at that time.
