In these verses Paul elaborates his concern for godliness that grows out of the truth. To help Titus deal with problems that the churches in Crete are facing, Paul tells him that he must set things in order in those churches. Specifically, Titus must 1) appoint godly elders in each church—which is what vv. 5-9 say—and he must 2) lead the churches to deal with ungodly members—which is what vv. 10-16 say. Both of these responsibilities must be fulfilled if a church is to be well-ordered. This message is about the 1st of these responsibilities.
