Our passage begins and ends on the note of speaking God’s Word to Pharaoh-on one end is command and on the other end is obedience to the command.
Exodus 6:28 On the day when the LORD spoke to Moses in the land of Egypt, 29 the LORD said to Moses, "I am the LORD; tell Pharaoh king of Egypt all that I say to you."
6 Moses and Aaron did so; they did just as the LORD commanded them. 7 Now Moses was eighty years old, and Aaron eighty-three years old, when they spoke to Pharaoh.
-In between what God impresses Moses with is his absolute sovereignty. This sovereignty of God talk is not for philosophic discussion. It is for obedient living. God impresses Moses with his sovereignty because Moses is going to have another audience with Pharaoh who thinks he is sovereign. If Moses is going to speak all the word of God to Pharaoh he needs to have this sovereignty of God truth drilled down deep. And verses 6-7 tell us that is what happened. It is a different Moses from this point forward. When the church has this truth of the sovereignty of God drilled down deep, then we will give witness to God’s truth even if the state should like Pharaoh think that it is God and can tell the church what it can and cannot preach.
