Romans 13:1-7 – Civil Rulers: God's Ministers for Good – Sermon Outline
Intro: Election sermons and sermons to government officials were common in our nation's history. British Parliament called the Pastors and Theologians together to write what would become the Westminster Confession and Catechisms. Civil and Church rulers are both God's ministers for good. Need: God has ordained civil government and those who fill that office for our good, and through civil government God punishes what is evil/against the Church, and promotes what is good/the Church. Theme: Voting for good civil rulers is a duty of every true citizen.
1. We must submit to all civil rulers, good and bad, for they are ordained by God. (1-2). 2. Civil rulers are God's ministers to punish crimes and promote what is good (3-5). 3. To avoid punishment and promote good, we must respect our rulers and vote for good ones (6-7).
