The Lord comes to Paul after his meeting with the Sanhedrin in Jerusalem and tells Paul to be courageous, because He is with Paul and will surely make his witness in Jerusalem be fruitful and promises Paul he will witness for HIm in Rome.
In the meantime, the Jewish leaders conspire to kill him, but God does not allow it. The Romans do not know what to do Paul, so God uses them to protect Paul in spite of the fact they have no "love" for Paul.
Most of all, Paul realizes his witness is that the resurrection is real and the absolute promise of God, Hallelujah!
