In our text today God gives Moses his first responsibility as His prophet. It breaks down in this way.
-1st-A message for Israel or the church (vv. 16-17) -2nd-A message for Egypt or the world (vv. 18-22)
The message for Israel or the church is a two pronged message. First, God cares for His suffering people (v. 16). Secondly, God will deliver as He promised (v. 17).
The message for Egypt and for the world in every generation is also two-fold. (1) First, there is a declaration about the divine right of worship in v. 18. Before we talk about human rights such as freedom of worship, we need to talk about from whence such rights come. Communistic or atheistic states do not recognize human rights because they do not recognize God. In verse 18 God talks about His divine right to the worship of His people-more than that He talks about the right to exclusive worship and about the principle of separation of church and state. (2) Second, God’s message to the world is a pointed declaration of his power both to judge and to save (vv. 19-22).
