Fences are rules or commands that keep people away from the Law. The idea is if people are kept behind fences they won't get close enough to the Law to break it. Fences are usually built to prevent people from sinning.
Even the religious leaders who are viewed negatively for the fences they added to God's Law are almost universally recognized among scholars as being motivated by good intentions at least at first. By Jesus' day the fences made them self-righteous and judgmental, but originally they were established to keep people from breaking the Law.
Sometimes we want to put fences up fences to protect ourselves, protect our families, protect others, and our motivation can be good and sincere too. We establish fences to help protect us from sin.
