Zechariah's second burden was directed toward Israel, and yet Israel isn't mentioned anywhere in it. Rather, the Lord spoke concerning Jerusalem, Judah and the house of David. This indicates that "Israel" should here be understood, not in terms of the northern ten-nation kingdom (which was non-Davidic and apostate) or even the Israelite people as such, but as designating the kingdom entity pledged in the Abrahamic Covenant, typified in David's kingdom and promised in the Davidic Covenant as the future, everlasting kingdom of God. This meaning of "Israel" is foundational to the second burden and critically important for correctly interpreting it. And here, in the first part of the burden, the Lord pledged Israel's triumph - that is, the triumph of David's house and kingdom; Yahweh would indeed remember His covenant oath to David.
