The Aid to Families with Dependent Children (A.F.D.C.), now called Temporary Assistance to Needy Families (T.A.N.F.) had a stringent mandate that no able-bodied adult male may live in the same household as the single mother who's drawing A.F.D.C. (now T.A.N.F.). A child in a family that receives A.F.D.C. is dropped from the welfare rolls once he or she is 18 years old. Then the mother has another child in order to increase the benefit amount.
