When God made a covenant with Israel at Mt. Sinai, the success of that Covenant defended on the people keeping the Law. The people failed because sinners can't keep God's LAW. God sent His son to keep that old covenant, fulfill the law and start a New Covenant whose success depends on God's faithfulness not man's.
